Shouldn't this feature be in core? For example, [[System.]] (note the trailing .) should render as System

Of course. As so many other features ironed out in plugins land first.

One of the main features of this plugin is to use the TopicTitle as returned by DBCachePlugin ... TopicTitles: another feature that should be integrated into the core ...

Besides, I'd prefer to convert the %WEB variable into a %WEB{} macro. Some of the desired features aren't doable using the link syntax only.
