Re-opening as Michael did not update the corresponding unit tests (most likely because they were failing at the time).

The ENDTWISTY tag is missing. And the extra newlines at the end of foswiki.tmpl cause empty paragraph tags below the html.

The extra newline is always added by my editor. IMO, anything after the closing </html> should be cleaned up by the core automatically.
