Item5420: Add `configure` checker for {TemplatePath}

There is no checker for TemplatePath, so you can include missing directories without getting a warning.

Created a checker:

Validate that only $skin, $web and $name tokens are used
Validate that any directory exists
Validate that Foswiki::cfg{blah} expands to a known variable.

Crawford, since you opened this, it's probably best if you make the decision that the fix is sufficient. Please set to WaitingForRelease or Closed if appropriate.
