I don't want our users creating pages in the Main web. So, I set that web to be "ALLOWWEBCHANGE = TWikiAdminGroup".

But then I couldn't add new users using Bulk Registration because the new user couldn't "create his page". This begs the question that I am creating that page. I'm the Admin. The new user doesn't exist yet!

So I added the name of the new user, temporarily, to the list of who can make changes in the Main web and that still didn't help. Catch 22.

I'm the admin. I'm running bulk registration. I should be able to run Bulk Registration AND lock down the Main web for changes to only the Admin.

Does adding TWikiRegistrationAgent to the TWikiAdminGroup help?

I hope this is fixed by Item5943: TWikiRegistrationAgent should be in the admin group but would like some confirmation before closing it.
