Try this:

%INCLUDE{"doc:%URLPARAM{"module" default="Foswiki"}%"}%

When calling the same page with the module=Foswiki url param %TOC renders incorrect urls appending a A_01... to all anchors.

Seems the checkins fixed it. Setting to Waiting For Release
