Why might TWIKIWEB not be mapped to SYSTEMWEB?

We have installed the TWikiCompatibilityPlugin and we still see:

Warning: Can't find topic TWiki.WebSiteTools "

from pages that contain:

%INCLUDE{"%TWIKIWEB%.WebSiteTools"}%

while:

%INCLUDE{"%SYSTEMWEB%.WebSiteTools"}%

works just fine. Is this to be expected?

Sorry, I think that's an editorial issue on my part. I'd originally put the message in quotes and then edited the page to use verbatim so this wiki didn't process `TWiki.WebSiteTools` into a link itself.

It does seem like linking works, so perhaps it's just in the context of `%INCLUDE` that something is wrong?
