Currently down to 3 out-of-date. Turned on debugging, I'm seeing the following:
ext=AutoViewTemplatePlugin, installed=2012-10-10, available= 2012-12-16 / v1.1.7 result=1
ext=NatEditPlugin, installed=8.00, available= 07 Aug 2013 / 7.10 result=1
ext=SmiliesPlugin, installed=05 Oct 2012, available= 28 Nov 2012 / v1.1.6 result=1

Two of these are expected. The trunk versions of Smilies and AutoViewTemplate plugins are out of date compared to Release01x01 versions.
NatEdit may be a comparison issue. The SVN version is version/release = 8.00. Released uses a date.
Configure generally handles this condition correctly so something is not quite right. However configure detects pseudo-installed, and the plugin does not. So that also needs some work.

Remaining report is actually a new bug due to our move to GIT:
Item13168.
