Item9930: HtPasswdUser.pm leaves umask set to 077 which could impact other directories/files

core/lib/Foswiki/Users/HtPasswdUser.pm leaves umask set to 077. This could potentially restrict other directories or files created during the registration process if the .htpasswd file does not exist. It should save and restore the original umask.
