Item9805: Extension installer fails to install files into web with missing WebPreferences

Package.pm does not test to determine if a Web exists before trying to "check in" modified topics.

The BlogAddOn ships a _BlogAddOn directory without a WebPreferences topic. Configure is unable to install new versions of this extension. -- GeorgeClark - 07 Oct 2010
