Item9508: Requirement for password confirmation in registration is a PITA

Registration scenario: using a custom password manager that doesn't allow passwords to be changed. However a password is still required in the registration process, in order for the user to register. At the moment, this requires the password to be entered twice, because of the Confirm field.

A right PITA.

Add a {Register}{RequirePasswordConfirmation} configure option.
