VarINCLUDE presents a simple alpha list of parameters. It would be clearer if the Topic related options and URL related options were grouped so that there was no confusion on the alternative uses of the macro.

In particular, the raw options only apply when including URLs. It's not possible to get a raw view of a topic using the %INCLUDE macro.
