Item9265: Intro and OS checking is SNAFU

Urgent Closed Engine configure  
The loading of the sections that check the OS and generate the intro/welcome screen is done using the checker loader; however these are not checkers, and this code is badly broken.

The result is that the MSWin32 checker won't load.
