Item9261: MailerContrib installs plugin into wrong directory

The MailerContrib installs the MailerContribPlugin into the lib/Foswiki/Contrib directory. This causes bin/configure to miss the plugin. Because the Config.spec file defines the {MailerContribPlugin}{Enabled} setting, the plugin is still configurable, but it is displayed in the wrong location. Also the {MailerContribPlugin}{Module} setting is shown as a standard option instead of being hidden as an expert option.

MailerContribPlugin should be moved to the lib/Foswiki/Plugins directory.
