I cannot figure out how to enable ASSERTs selectively, as suggested by Sven, so I have implemented a global enable for soft ASSERTs. This implementation is as specified in the feature proposal.

Needs documentation - not sure where to document this, though.

I documented the soft asserts in UnitTests, since that is the only place I can find where FOSWIKI_ASSERTS is documented.
