horrid little windows paths, and toss a try except around test_Package_fetchFile as it was crashing the unit test runner.

there's more tho - as there are hardcoded shellouts (not sandboxed, no security?) to tar and zip... using unix style .

Windows with Strawberry perl now is able to run the unit tests with no unexpected failures. brilliant!
