Item9051: Compress foswiki library JS

Foswiki ships with an amount of JS, but that JS is shipped uncompressed. Since we have the capability to compress JS in the build process, we should use it.

The files in pub/System/JavascriptFiles should be compressed. The sources must continue to be shipped.
