Item9003: Add HTML standards compliance unit tests

it appears that there are issues with html standards compliance that we have not been aware of.

I'm adding HTML::Tidy validation (uses http://tidy.sourceforge.net/ ) to the unit tests (now that we've had a few runs where the nightly builds work again.)

standards compliance is part of the agreement we have with our users - we can't just release without knowing that what we produce is not totally rubbish.

closing so that we track individual corrections in their own task.

core Foswiki 1.1 will be HTML Tidy correct.
