Item8569: List installed extensions list before uninstalled extensions

Enhancement Closed Engine configure WillNorris
with more than 240 extensions (!) currently available, the number of extensions installed for a site is going to be but a small percentage of those available. move the installed plugins to the topic of the list, followed by the list of extensions available for installation.
