for example, access a web that does not exist, such as http://foswiki.org/Sandbox/NoExist/, and the error page that it generates includes a link to create the web ( http://foswiki.org/System/ManagingWebs?newweb=Sandbox/NoExist;newtopic=WebHome#CreateNewWeb ), which is ignored by the forms on ManagingWebs.
