Item833: Missing SYSTEMWEB in foswiki_vars

Normal Closed Extension TinyMCEPlugin  
The SYSTEMWEB is not exported in the foswiki_vars in the tinyMCE. This is quite important to load css or script files out of skins or actually, any plugins.

Introduced new foswiki_var called SYSTEMWEB="System"

Also added a simplification for activating the TinyMCEUsabilityUpgradePlugin, or better, the foswikilink dialog which is not yet included as a build in TinyMCEPlugin package.
