Item8184: Fix link to UserCommentsTemplate

Just a small correction of the link at the bottom of the page. I know it misled me for a little while once before. It is necessary to have correct showing of the real topic name (TopicnameTemplate) versus the %TPMPL:INCLUDE{ TopicName....which is without 'Template' at the end. Especially for some of us.

The fix is to change "UserComments" to "UserCommentsTemplate".
