ForceNewRevision does not tell the reader that he needs to be an admin to change the described behaviour. Furthermore a link to configure is missing.

You need to know how foswiki works in order to find the information useful.

This is just a minor annoyance but it deserves a fix nevertheless...

why would there be a link to configure? you don't have to be admin as it contains a link to PreferenceSettings which also talks about user topic preferences settings.
