Item667: Add WebChangesForAllWebs to System web in the release

again, I'd love to have this in foswiki v1.0 - so urgent until release mgr descision

I thought it had been done already but it seems not

It does exist. It's known as System.SiteChanges. It's been called that for several releases.

oh what a stupid name. no-one else seems to know about it , and instead here on foswiki.org a WebChangesForAllWebs was migrated.

looking at WebStatistics and WebStatistics, it hasn't been a successful renaming - but then the side bar links point to the wrong place, not just my fingers.

Thus, I have updated SiteChanges with the nice JS based version we have on foswiki.org, updated the side bar, and changes the WebChangesForAllWebs tojust be a pointer to the new topic. education is fun
