Build Contrib does not create the root html files.

From Item485 The list of links at http://server/foswiki/ "Welcome to Foswiki, READEM, LICENSE etc", 3 of the links (Installation guide, upgrade guide, release notes" all end up at a page that looks the same, titled "Welcome to the Main Web"
