Adding a anchor for the TOC to be able to jump up to it. This should provide plugins the ability to provide links "up to the TOC" and similar things. I think, this is missing a long time now.

We should not use "PageTop" because a TOC can be placed wherever the user decides to, it must not be up there.

I see no risk in adding this little feature. It is OK to break the feature freeze with a small tiny safe thing like this.

It is very useful - also for application developers.

Where do we document the anchor name so that it becomes sort of API people can count on in the future?

using instead of normally proper XML syntax . FF seems to not be able to work with the first one ( is linkind the TOC title )
