Does it need to do that? Did it ever do so? If you want to customize that form, just create an alternative one, name it as you wish and add it to the NewUserTemplate in the System web. Not sure, if its already been done, but it might be useful to have a fallback machanism for the NewUserTemplate topic.

The explanation at the top of UserForm says so. But it seems these instructions are only valid for new users, not for changing the user form for existing users (even if the topic get edited).
