For a long time now the plugins doc has been awful; there has been no definitive list of what packages in the core may be used in plugins.

We can improve life for Foswiki plugin authors by letting them know what they can, and cannot, do.

One thing I think this requires is the ability to pull in POD documentation on the fly.

Done. Doc is all linked from DevelopingPlugins

Refactored INCLUDE to support pluggable protocol modules; partly to reduce the size of Foswiki.pm, but mostly because Arthur wants to add a module to handle .tmpl comments in the future
