See the discussion in Foswiki:Support.Question273. Scripts which also write logs, if run with root privileges (e.g. from cron jobs), can render Foswiki's log files unwritable for the web server user. This causes Foswiki to freeze entirely.

mailnotify is often run from cron jobs in conjunction with that kind of scripts. Although mailnotify itself doesn't (seem to) write any logs, it should be clarified that root privileges are not necessary for this script either.
