Item2051: EditTablePlugin assumes a TABLE tag when disabling sorting on the edit screen

Normal Closed Extension EditTablePlugin  
ETP inserts a TABLE tag to disable sorting. The code assumed there is already a TABLE tag.

This bug item is also used to fix a layout issue after Item2039 (Create CSS only HTML).
