Item1942: Plugin handlers for failed plugins called at startup

Normal Closed Engine Plugins  
Foswiki would let a plugin define the user login name, even if that plugin does not have an initPlugin handler. Foswiki would report that plugin as disabled, but it would already have set the user login name.

Crawford confirmed that this is a bug.
