Item1730: initPlugin does not get the $installWeb if $NO_PREFS_IN_TOPIC = 1

initPlugin does not get the $installWeb if $NO_PREFS_IN_TOPIC = 1

instead an undef is passed on to the plugin making some plugins fail.

The problem was solved during Crawford's refactoring in trunk.

But the problem is still in release branch.

It is one code line to fix it. This bug has been in Foswiki since 1.0.0 and was introduced in the Foswiki code in November last year.

I am checking in the fix
