The various crypt routines required bytes, not characters. Need to encode utf8 before calling the hashing routines.

Also, added a "use utf8" to the LocalSite.cfg header. This isn't needed, unless a user manually edits the lsc and uses international characters in settings. User could manually add the use utf8, but it would get lost on next save.

Also document how to get utf8 into tools/configure.
