Item11627: Manage editSettings does not take a topic lease.

Copied over code from UI::Edit to UI::Manage. Seems to work okay, and passing "manage" to the oops dialog preserves the query params allowing the lease to be broken.

This probably ought to be refactored as a common UI function.
