when users have script and styles in a topic, wysiwyg plugin makes a mess of them.

ideally they should just be treated the same way as verbatim.

but at least WYSIWYG_EXCLUDE should disable it.

I note that the docco for this setting is bizarre.

I've changed this to make certain tag blocks automatically sticky, using the following setting

   * Set WYSIWYGPLUGIN_PROTECT_TAG_BLOCKS = script,style

I think disabling wysiwyg automatically is a bit risky.
