Item11588: Foswiki::inlineAlert() reports missing template if resutls are empty. Also wrong template name.

If the templates expand to not return any results, inlineAlert erroneously reports that the file is missing.

It also prefixes "oops" on the template name when reading it, but not when reporting the error, misleading the user to think that a file is missing.
