Today a user was lost ... migrating from TWiki and couldn't find where to enable extensions.
- The "Enabled" tab is more past tense. Reads as though it's for plugins already enabled.
- Reported that he couldn't find "buttons" for the extensions he installed.
Part of the solution
- Rename "Enabled" tab to "Plugin operation (Enable/Disable)"
- Move the {WebSearchPath} setting to the newly renamed operation tab.
- Delete the now empty "Plugin settings" tab.
Also needs some artistic cleanup to make it clearer that the buttons are really tabs.

This is a quick draft of a layout loosely based on Chrome's preferences screen. We need to keep in mind that some of us like to work on small screens. The settings tables could be improved to use responsive design.

That really looks great. For 1.1.5 I'd be happy if the buttons along the top just appeared a bit more tab-like. Or we could just live with the change to tab contents I've already made, it's certainly not an urgent issue but would be nice to improve it for new users. I agree that managing the horizontal spacing is very important.

I think it might make sense to combine the Managing and Enable tabs for plugins into a single "Manage Plugins" tab. I'll check in a change for review. ... please revert if anyone wishes.
