Item11523: $comma token not used in SUBSTITUTE and other Spreadsheet macros

Normal Closed Extension SpreadSheetPlugin  
SUBSTITUTE macro should substitute $comma in the from and to strings, since comma is the input delimiter.

It probably ought to use the standard FormatTokens just for consistency (probably not!) in SUBSTITUTE and in the other places $comma is supported, TRANSLATE, SPLIT, and LISTJOIN.

REPLACE probably has the same issue.
