Will change Foswiki::UI::Statistics to oops if called in a CGI session and the method is not POST. Also update the DefaultWebStatistics topic to use a post button to force a statistics run. Will also do a bit of restructuring of the SiteTools topic - separating the operational information from the configuration / tailoring and setup information. Adding SiteToolsStatistics for the technical details. This simplifies the SiteTools.
