Item11446: The rest script needs better endPoint handling

The REST script implements an endPoint parameter to redirect to another topic

If the endPoint includes an anchor, it's encoded and results in a failed redirect to a missing topic.

It should validate that the Web and Topic names are valid, but not sure if it should require that they exist - the rest handler might create the target. Maybe we need a validate_endpoint option in the options hash.
