Item11444: Document {WarningsAreErrors} in EmptyPlugin

My first code contribution failed on trunk.foswiki.org, but I never had the problem on my local PC. Upon investigation, I found out about the {WarningsAreErrors} setting. This important setting is poorly documented. EmptyPlugin comments would be a great place to document this.

Please set Target Release and Released In fields for patches that are waiting for the next release.

Cool, you've inspired me to do some better doc for unit tests in EmptyPlugin too.

Yep, FollowsReleaseProcess extensions need the Waiting for Release state set, so these items can be added to the release notes. Indicating TargetRelease & ReleasedIn helps build the release notes report FixesReleaseNotes and also helps us find tasks that might have commits on trunk but not (yet) the release branch.
