Item11354: TablePlugin doesn't report errors back to user

Item11350 reported that the TablePlugin issued a die when the include=Sometopic parameter was for a missing topic.

The die was removed, but the plugin really needs better error handling. The die was 2 levels deep in the parameter handling. The Plugin needs to collect and report errors back to the topic similarly to the EditTablePlugin.
