Item11331: Further refinements for persistent perl environments

I've not been able to reproduce in a reliable way, but I've got users complaining that tables are sometimes sorting without being requested to do so, confirmed with a screenshot sent to me showing a URL that didn't have any sort params (and a table that was indeed sorted).
