If a rcs history is present for a restored "Distribution" topic, the topic footer show r0

For example from a WebStatistics topic:

This applies to topics that have a TOPICINFO with a rev of $Rev$ or similar.

Perhaps we could be smarter.

This is fixed by other tasks, Now if txt file has been modified, foswiki shows the last RCS release + 1 for the version, modified by "UnknownUser".
