Item10238: Can't create empty groups with UI

when i attempt to create a new WikiGroup without specify any initial group member, i get the following error:

Attention

No username specified

You need to specify a valid user to add to a group.

so, i am forced to (unnecessarily) add a user to a group and then delete it from the group. then i can have an empty group.

instead, "create new wiki group" should allow an empty list of users for the group definition. for enhancement, the user list could be highlighted or outlined in the "warning" color (not "required/error" color).

Part of problem is that the TopicUserMapper interprets an addUserToGroup with an empty user string as a special command to trigger a group upgrade from the old * Set format to the new format.

I've got a fix for this - too risky for 1.1.4, so holding off for now. It will be part of Item11196 - which also adds error messages and maketext.
