Item10076: If Foswiki is installed with a relocated cgi-bin, initial guesses for directories are wrong

If the bin directory is renamed to cgi-bin and moved out of the Fosiki root, all of the guessed directories in the initial configuraion are incorrect. They are all guessed as being located one directory up from cgi-bin

• {ScriptDir} incorrectly set to bin instead of cgi-bin
• {PubDir}. {DataDir}, {ToolsDir}, {TemplateDir}, {LocaleDir} are all wrong
• {WorkingDir} is wrong, and in addition, the directories =working, working/tmp and working/work_areas are all created before the initial value is confirmed.

The guessed locations may not be fixable, but working directories should not be created until confirmed.
