Item10058: Extension installer too aggressive in rewriting perl Shebang

Urgent Closed Engine Configure  
The installer will rewrite any Shebang line to perl, even bash scripts.

Also the unit tests were flawed and could not detect the issue. Adding more tests including negative tests.
