Item9968: Update regular expressions to use WikiWord delimiters from Render.pm

Noticed that some regex based links were not working when the very first word in the topic.

Changing to the standard lookahead and lookbehind WikiWord delimiters used by Render.pm seems to improve the linking a bit.

Also fixed a unit test that was failing due to the ordering of the tests.

Documentation was incorrect for the regular expression in LocalSite? .cfg. Comma's were omitted. Also added a comma to the last entry in Config.spec to minimize typos when editing the configuration.
