Item9382 added an error message if LSC was corrupted and could not be read by Foswiki scripts like view. However it didn't address configure and test other combinations of corrupted files such as corrupted Foswiki.spec files.

Fixes to Item9747 - distro:b0066e842ed9 attempted to address the issue in Foswiki::Configure::Load but the changes were incompatible with the fixed to Item9382.
