Item9664: Missing fields in NewuserTemplate results in corrupt META in user topic

If you miss a META:FIELD from NewUserTemplate, then when Register comes to populate the topic with data from the registration form it can create META entries of the form

%META{value="FirstName"}%

which is useless.

Normal status, because the NewUserTemplate is currently correct, and there's a simple workaround.
