What uses the core/DEPENDENCIES file - can this one be deleted, or does it need to be synchronized with the lib version?

I'm not sure - imo the build foswiki-release one (in lib should be generated from the INCLUDES in the lib/MANIFEST and the lib/Foswiki/Contrib/core should be the core deps

I'll look into it when I do Item8898

I'm initially removing the lib/DEPENDENCIES file from the releases, and shipping the core file only. eventually, BuildContrib needs to generate the combined file.
